The present Report refers to Phases I, II, III and IV of the study Evaluation Framework for Investments in Nodal Centres for Goods defined as follows:

- Phase I: Inventory of the state of the art for cost-benefit and multi-criteria methods;
- Phase II: Measurement methods for existing criteria;
- Phase III: Range of criteria to be employed in the European approach;
- Phase IV: Measurement methods to be employed in the European approach.

Nodal centres for goods have been defined in the present study as follows: those centres which are equipped with a high concentration of physical infrastructure for handling goods (ie equipment for moving goods from one carrier of transport to another, storage facilities, and other complementary functions), generally - but not necessarily - connected with intermodality. ality.
