Guidelines on a Major Accident Prevention Policy and Safety Management System, as required by Council Directive 96/82/EC (Seveso II)
The council directive 96/82/EC (SEVESO II) is aimed at the prevention of major accidents involving dangerous substances, and the limitation of their consequences. Certain areas have been identified where new provisions are needed on the basis of an analysis on major accidents reported to the Commission since the implementation of SEVESO I. Failures of the management system were found to be the cause of over 85% of accidents reported. SEVESO II sets out the requirements for management policies and systems, suitable for the prevention, control and mitigation of major accident hazards. The Directive sets out two levels of requirements, 'lower tier' and 'upper tier'. For lower tier establishments, a Major Accident Prevention Policy (MAPP) has been designed to guarantee a high level of protection for man and the environment. For members of the upper tier, safety must be demonstrated in a report implementing MAPP and a Safety Management System (SMS).
