The implementation intensity of Energy Saving Measures (ECMs) and of Renewable Energy Systems (RES) in the building sector in the EU could be much advanced if the whole approach would be tackled by creating or improving market mechanism. The concept of energy Saving Performance Contract (ESPC) is spread very little and nearly unknown in many European countries. When companies or individuals invest in energy efficiency, they want to know how much they have saved and how long their investment will last. But since investment returns depend on the energy saved, there is a need of standard, agreed upon procedures and methodologies, known as Measurement and verification (M&V) protocol to which contractual parties can make reference when signing a contract.
such a type of M&V Protocol does not exist in the EU at the moment In the USA such protocols have been developed two years ago and an international forum has been created in order to improve and disseminate these M&V protocols in the rest of the world. Other American countries (Canada, Mexico, Brazil, etc. ) and protocols are analysed and checked for viability in every country. Now these protocols have been tested in 11 countries and translated in many languages.
In this document the main content of the International Performance M&V Protocol, published at the date december 97, is presented together with some preliminary proposals for the implementation of the Protocol in the EU. .
