Abstract

We must not underestimate the importance of measurements and standards in our lives. The quality of the products we buy and the competitiveness of our industries depend on obtaining precise, reliable measurements. Yet without these results the world would be a much poorer place. Their effect on the economy is considerable, as was recently demonstrated by the rôle played by trial standards and procedures in the creation of a prosperous single European market. European measurement-oriented research requirements have depended on the direction taken in the construction of Europe. Coal and steel were central, but now the range includes the environment, health and medicine. New measurement methods and instruments are constantly needed to test the quality of new products and services. Quality is crucial to the success of European industry. Quality control and assurance must provide useful and reliable data. Laboratories must be able to demonstrate that they are obtaining results. In order to guarantee homogeneity in experimental procedures throughout Europe, a network of regional and national laboratories must be developed. As the Fifth Framework Programme is introduced, it is clearer than ever before, we must ensure that precise and reliable measurements are made available to serve the inhabitants of Europe.
