Abstract

A special feature of radioactive waste management is the timescale over which it is necessary to ensure sufficient money will be available to cover all financial obligations from initial generation to final disposal. This study has performed an analysis of the application of the "polluter pays" principle to the management of radioactive waste generated by major producers (power generators, spent fuel reprocessors and nuclear establishments) and small producers (hospitals, research establishments and industrial companies). Information has been collected on the financing of radioactive waste management from ten member states of the European Union, from the USA and Canada, and also on several schemes in non-nuclear sectors where there are some financial analogies with the nuclear sector.
