Weapons of mass destruction have been a major threat throughout this century. Towards the end of this period we now call 'cold war' new approaches were pursued. Confidence building measures embedded in international treaties demonstrate the decided will of all parties to enter a process of disarmament. Controlling and limiting the further spread of weapons of mass destruction by establishing treaties and conventions was a fundamental first step.
