The European Commission is about to launch a EU-wide Green Light voluntary programme encouraging non-residential electricity consumers to commit themselves to install energy efficient lighting technologies in their facilities wherever it is profitable, and lighting quality is maintained or improved. The principle of this programme is to invite European top-managers to sign a Memorandum of understanding stating that they will undertake all the profitable lighting upgrades within a given time period. The objective of the present paper is to see how Central and European Countries could join this network of expertise on the basis of lasting and mutually beneficial relationship.
