This report was completed in 1998 by Bernard and Anne-Catherine Bobbe of University of Marne la Valee, France on behalf of IPTS. The context in which the study was undertaken was the Action Plan follow-up to the commissioners 1995 Green Paper on Innovation combined with a specific interest of the IPTS in exploring the diversity of innovation practises in firms and organizations across different member states of the EU. As Europe is made up of several different nations and cultures, it is frequently posited that Europe should be able to exploit and build strengths from this diversity. This study constitutes a precursor to possible further and farther reaching primary research which could help to identify untapped innovation potential and possible pressure points for policy action.
