With this document the methodology circulated as Annex A of the Overall Air-Quality Modelling Approach (WG1/3/97) is extended to reflect the discussions taking place at the Technical Sub-Group on Urban Air Quality Modelling. As clearly specified by the terms of reference of Working Group 1 "Environmental Objectives" (Annexes B and C) in the objective will be to define for each city or region the reduction which should be made in the man-made emissions of the pollutants of interest to achieve the air quality objective in future years.

Due to the nature of pollutants estimating appropriate reduction of emissions to achieve compliance of pre-set standards can be carried out only through appropriate air-quality assessment at regional, urban and micro-scale dimensions.

With the present methodology the requirements for supporting the cost effectiveness optimization for Working Group 7 (WG7) are to:

- Use the best science possible for establishing the relationship between emissions and air quality for the worst point (or cluster points over urban domains) and to

- Demonstrate how representative and accurate this relationship is over the entire urban domains particularly for photochemical pollutants. utants.
