This report goes beyond the subject of chemicals' regulation and explores how the double challenge of environmental protection and guaranteeing competitiveness can be addressed through the support of innovation and cleaner technologies. This means it addresses two of the three pillars of sustainable development in an integrated way.

The report consists of two parts: Part I, the general report, and Part II, two studies on more specific questions. The first specific study was carried out by the Institute of Technology Assessment of the Austrian Academy of Science. It identifies those problem areas within the production of chemicals that are conflicting with the principle of eco- efficiency and therefore need to be addressed by efforts aiming to improve the environmental performance of the sector. The second specific study is about an expert inquiry carried out by the IPTS to identify innovation options that have the potential to improve both the eco-efficiency and economic performance of the sector. The general report was written using the findings of both specific studies together with other relevant literature on the subject.
