This volume is the result of a seminar organised in Paris, 12 November 1998, by the C3ed (University of Saint-Quentin-en-Yvelines) and CERNA (Ecole des mines) with the support of the COST Action A10 programme "Restructuring of defence industry and conversion".

Five different countries were presented at the seminar, along with a presentation on initiatives undertaken in the southwest region by the French Government in order to assist the adjustment and diversification process. The studies include the three major arms producing countries of Europe: Britain, France, Germany, a former Warsaw Pact country, Hungary, and a non-European country, Japan.

Relationships between governments and companies have deeply changed throughout this decade; they still remain strong, which underlined how specific the defence industry is. This could become a challenge in the context of further European integration.
