This report presents the results of a collaborative exercise concerned with the calculation of the extent of fuel clad failure following a large loss-of-coolant accident (LOCA) at light water reactors. It is one of a series of studies that have been commissioned by the European Commission in the framework of the Reactor Safety Working Group (RSWG) and the Nuclear Regulators Working Group (NRWG). The objective of these studies is to compare the methods that have been adopted in various countries within the European Union to estimate the radiological consequences of design basis faults. These studies have taken the form of a comparison of the methods and data used in licensing calculations and the development of a methodology that is considered to result in a realistic analysis.

The partners in the present collaborative study were Tractebel (Belgium), IPSN and EdF (France), Siemens and GRS (Germany), NRG (Netherlands), IBERDROLA (Spain), ERI (Switzerland) and NNC (UK). The objectives of the exercise were to:
-Review the existing clad failure criteria and licensing approaches in each participant's country.
-Form a consensus view on clad failure criteria.
-Determine the effect of the clad failure criteria on the extent of clad failure for a reference design in each participant's country.
