This report has been divided into three main sections. The first collates the key themes and responses drawn from the synthesised Dephi exercise. In particular the experts sampled responded to questions about whether framework conditions could be benchmarked and potential pitfalls to be avoided. Further discussion centred upon the need for careful definition of focus and measures, the importance of differentiating between performance and practice dimensions of benchmarking and relevant implementation issues such as the need to involve stakeholders from the outset.

The second section focuses on a suggested process for framework benchmarking. An outline flowchart is presented with each stage explained. Emerging issues are also explored in this section and an illustrative example of the process is provided.

The concluding section of the report presents recommendations for possible next steps. Here we make suggestions as to how to build the necessary detail into the suggested process, the tools and approaches for defining target processes for benchmarking.
