Abstract

This report describes the results of a series of three inter-comparison exercises that took place in 1999 and 2000 in Ispra (IT) and Essen (DE). 20 national reference laboratories from 15 European states, which are responsible for the quality assurance of measurements in their countries, participated in the three exercises; the overall number of participants was 25.

The inter-comparisons were organised with the scope to harmonise the calibration procedures used in the reference laboratories of the Member States through the evaluation of their comparability. The objective of the inter-comparisons was to improve the comparability of the reference measurement methods used in the Member States by assessing the repeatability and reproducibility of the measurements, as well as the accuracy of the national reference standards for the measurements of SO(2), CO, NO/NO(2) and O(2).

In addition the exercise allowed sharing experiences and know-how among expert laboratories. Gas mixtures containing varying concentrations of sulphur dioxide carbon monoxide, nitrogen monoxide, nitrogen dioxide and ozone have been generated at each inter-comparison exercise during 4 days and were measured by the participants with automatic analysers calibrated versus their secondary standards.

In terms of reproducibility the best results have been achieved for ozone (5%) followed by carbon monoxide (12%), sulphur dioxide (14 %) and nitrogen dioxide (15%). The use of traceable standards and the implementation of a standardised quality system were shown to be an important factor for the improvement of quality of measurements.rs in
