In order to improve the identification and investigation of aspects related to the use of Expert Judgment in Probabilistic Safety Assessment (PSA) of nuclear power plants and to encourage the use of proper analysis tools through the European Union, the Institute for Systems Informatics and Safety of the Joint Research Centre of the European Commission launched within the IV Framework Programme (1994-1998) a project on Expert Judgment (EJ) in PSA.

An International Benchmark Exercise (BE-EJTs) was then activated and partially funded as a Concerted Action within the European Commission, DG Research, Nuclear Fission Safety Programme, for the period 1996/1998 (FI4S-CT95-0012). The ten participants at the benchmark coming from Industries, Regulators, Utilities and Research Institutions.

The project was organised in three phases, of different duration, hereafter reported.

1) A Survey phase investigating the use of EJ made by participant organisations and dedicated to the choice of the reference experiment of the JRC-ISIS, F ARO facility to be adopted in Phase 1 of the project.

2) Phase 1. This phase represents a first Benchmark Exercise addressing the problem of comparing EJ techniques with reference to the quantification of parameter values related to a severe-accident phenomenological issue.

Phase 2. This phase constitutes a second Benchmark Exercise comparing different EJ techniques on a scenario development dedicated issue.
