Abstract

Several international, European and national legislation on nature conservation and protection were introduced over the years and include the EU Birds and Habitats Directives, and recently the NATURA 2000 ecological network as well as the European Community Biodiversity Strategy. In addition, agri-environment measures under regulation EEC/2078/92 were introduced in the early nineties as part of the so-called accompanying measures (e.g. voluntary agri-environment measures) of the 1992 Common Agricultural Policy (CAP) reform, to take into account the environmental dimension in the CAP. More recently, agri-environment measures have become a compulsory element of the new rural development policy of the CAP under Agenda 2000.

These legal nature legislation and recent reforms in policies such as the CAP undertaken to strengthen their environmental dimension so as to reduce the pressure from agricultural practices on European wetlands and wet grasslands require back-up from sound scientific methods that can first determine how different scenarios will affect parameters (indicators) that are known to have an influence on the maintenance of wetlands and wetland processes (e.g. water level regime), and second that can provide information on indictors that are crucial to the maintenance of wetlands and their ability to function as viable habitats.
