The chemical industry plays a major role in our economy, affecting our daily lives in countless ways. Many modern products depend on chemicals; therefore, the international competitiveness of European industry requires a high-tech, globally competitive European chemical industry that can supply new products at reasonable prices. Europe's ability to maintain its leading technological position is critical to the future competitiveness of the European chemical industry. To maintain the cutting edge, industry must be supported by a regulatory framework, which does not hinder such efforts. This is the major issue that this report addresses. It is not a simple issue. Chemicals do not only affect the economy, they also affect human health and the natural environment. This is the main reason why the EU has developed very comprehensive chemicals legislation.
