This short report presents the results of an exercise performed on request from the European Commission as a contribution to the Latin America and Caribbean Regional Workshop on Transfer of Technology held in San Salvador on the 29-31 March 2000 under the auspices of the United Nations in the context of the Framework Convention on Climate Change.

It addresses in a hypothetical manner the question of Clean Development Mechanisms which constitute a flexibility mechanism provision in the Kyoto Protocol specifically relevant to the involvement of non-signatories in abatement efforts in collaboration with a signatory party as a means of contributing to the latter's Greenhouse Gas emission reduction commitment.

The exercise consisted in using the POLES energy model (developed by the IEPE/CNRS in Grenoble, France as part of the JOULE programme and currently maintained by both IEPE and the IPTS in Sevilla, Spain) in order to explore the possibility and consequences of CDM actions between the European Union and Latin America in the context of the Kyoto but particularly eventual post-Kyoto restrictions on emissions of carbon dioxide.
