Abstract

Space is becoming a central element of tile digital world -tile information society. With the completion of the single market, liberalisation of telecomm services, tile Euro, the Common Foreign and Security Policy and now enlargement, Europe has become the fastest changing region of tile Global Society. In this fast changing region, tile time has come to redefine our vision, our ambition in a socio-economical political context. And the political frame can only be that of the EU where tile Member States together define their visions, their ambitions, their desire for autonomy and independence in the context of different EU policies. The Commission and ESA are jointly managing this process towards a coherent European vision for space -as requested by our respective Member States in broad consultation with all the stakeholders. The first and foremost dimension to be considered ill this strategy is information and communication systems and services (i.e. satellite communications, navigation and environmental monitoring).
