This article describes an approach to create a geometric reference that could be used for environmental applications at large scales. Instead of basing the reference on relatively dynamic information it will be based as much a possible on immutable geometric objects like features of the Earth's surface. Once the building blocks are established, anybody can either hook up his information to it or use part of the blocks geometry to create new geometric objects.
