Qualitative assessment of non-nuclear energy proposals selected in FP5Funded under: FP5-EESD
The report presents the results of a pilot qualitative assessment of the proposals retained for funding in response to the first three calls for proposals under the fifth framework programme, under energy, environment and sustainable development and, in particular, in the field of energy. The methodology developed is explained, the main results are commented and missing RTD areas (not addresses by selected proposals) are identified and, with some positive examples being briefly described. Conclusions are drawn from each sector, which are collected and explained in the final section. The results of this activity contributed to the redefinition, at mid-term stage, of the energy work programme RTD objectives and refocused the calls for the rest of the sub-programme. It is to be hoped that this pilot qualitative assessment will provide a methodological base for other research programmes to develop a quick response and feedback to decision-makers, to allow better redefinition and reorientation of the research policies and related actions.
