Founded in 1971, COST, the intergovernmental framework for European cooperation in the field of scientific and technical research, comprises -since mid-2000 -32 member countries and covers 17 domains of activity, representing altogether around 200 Actions.

Among these domains is 'urban civil engineering', created as such in 1992. Urban civil engineering (UCE) addresses various issues related to city planning, infrastructure, buildings and building structures, and, on a broader basis, quality of life in the urban space and sustainable development of cities. To date, 15 research actions are being implemented inside this domain.

The first International Conference on Urban Civil Engineering, held in Florence (Italy) on 2 and 3 November 1998, came at a turning point for this domain: several Actions, implemented since the creation of the UCE field, were at this time about to reach their completion, while other fields of research and cooperation were being identified.

The quality of this event, the importance of the participation of researchers and practitioners throughout Europe, the clear identification of the outcome and the added value of the COST UCE Actions are some of the key factors that led to the creation of six new UCE Actions between 1999 and 2000.
