The paper outlines HARIA-2 methodology set up for external emergency planning, analysis and response, taking into account not only the physical phenomena but also the sociological aspects of the emergency. This is the main characteristic of the research project. The methodology is transferred to a software package, which allows a fast simulation of various accident scenarios. It can be used also for training of rescue services and as a support to emergency decision-makers.

The prototype has been developed on a commercial GIS platform. It integrates all databases and models including those simulating population behaviour and evacuation plans, albeit in simplified mode. The paper describes the main functions of the tools and examples of the applications being developed. The application of the Mexico City disaster (1984) is of particular interest. .
