Since 1993 a large group of organizations representing steel producers, RTD centres, architectural studios and universities of many countries was engaged in a complex preparatory work for a European project aimed at finding new opportunities for steel in the construction sector. These were related to more usual and familiar applications in the urban context, and thus fairly important from the point of view of the possible market volumes involved.

Thematic areas were selected outside structural problems with the key concept of trying to combine aesthetic, architectural and functional innovative aspects with modularity and pre-fabrication technologies. Eleven partners from six different countries were participating, along with four architectural studios and one university group. .
