This pocketbook presents data ranking EU Member States according to seven areas, defined in the 2001 enterprise policy scoreboard, that are regarded as key contributors to enterprise growth, performance and, presumably, competitiveness. These areas are:

- Access to finance.
- The administrative and regulatory environment.
- Well-functioning markets.
� Innovation.
� Entrepreneurship.
- Human capital.
- Access to information and communication technologies.

For each area, three indicators are selected from the enterprise scoreboard, on the basis of their importance and data availability. The Member States are ranked for each of the 21 indicators. dicators.
