This volume contains four studies prepared for the JRC Institute for Prospective Technological Studies by members of the European Science and Technology Observatory (ESTO), a virtual network of national institutions experienced in scientific and technological forecasting. The four studies deal with:

- Risk evaluation and risk management for institutional and regulatory policy (O. Renn & A. Klinke).
- On 'precautionary' and 'science based' approaches to risk assessment and environmental appraisal (A. Stirling).
- Contributions from social studies of science and constructive technology assessment (A. Rip).
- On the role of decision analytic modelling (A. Salo).

An integrated overview of the four studies is provided in Volume 1 of the report, together with an executive summary and twenty-six policy recommendations.
