Foresight is a systematic, participatory, future-intelligence-gathering and medium-to-long-term vision-building process aimed at present-day decisions and mobilising joint actions. The purpose of "Regional" Foresight is to provide valuable inputs into strategy and policy planning in regions, municipalities and localities, while also mobilising collective strategic actions. This "Practical Guide" aims to explain how Foresight can be used at regional and other sub-national territorial levels. It sets out different approaches to Foresight, when and where their use may be appropriate, and how local conditions have to be taken into account in the design of a Foresight process. In Part I, after making the case for regional Foresight, it proceeds to describe different types of Foresight in terms of the overall approaches, methods and techniques used. Part II sets out all the necessary considerations for implementing regional Foresight. Part III presents a series of nine different Regional Foresight case descriptions, and the Guide ends with an Annexe describing some of the usual Foresight methods and techniques employed.

The guide is a product of the Foresight for Regional Development Network (FOREN), operating under the European Commission's STRATA programme:
