Reliable and complete economic data is essential in guiding the economy and defining strategy, especially at a time of fundamental change in the economic system. For many years the Statistical Office of the European Communities (Eurostat), the national statistics institutes and Enterprise DG have been working together to develop strategic monitoring. Their aim is to reconcile the development of quality data and reduce the burden on businesses, especially on small and medium-sized enterprises (SMEs).

This publication stresses the importance of SMEs in a constantly altering economic situation. SMEs account for nearly all enterprises, two thirds of jobs and 50 % of the turnover in the non-agricultural market sector. It assesses employment, the density of small and medium-sized local units, the present situation of SMEs in relation to research, innovation and training as well as profitability and finance. Finally, it also assesses the development of enterprises in candidate countries. It is an instrument of information and decision making for the political decision makers within the European Union, in particular those who are involved in the running of small and medium-sized enterprises..
