  • Welfare and employment effects caused by international trade: a qualitative and quantitative analysis with regard to innovation friendly policies

Abstract

This report describes the employment impacts of four alternative technology policies in the European Union, based on the integrated assessment model ASTRA. The four technology policy scenarios examined are the following:

-A uniform technology policy, i.e. increasing R&D and innovation spending equally in all sectors.
-Diversified scenario, with investment following the current European diversification strategies.
-Concentrated scenario, with focus on the economic sectors that represent the regional strengths.
-Green scenario, focusing on environment-relevant sectors e.g. agriculture with a shift toward organic farming or the alternative energy sector.
