Abstract

This report is issued as an additional survey on refuse derived fuel (RDF), produced from selected non-hazardous mono- and mixed-wastes. It is based on data supplied by RDF producers in Europe. Despite the low response rate, the survey provides sufficient information to support giving CEN a mandate for drafting a European standard for Refuse Derived Fuels. Lack of knowledge about the input waste, and, in one case, the reported presence of hazardous contaminants, require a controlled combustion process with respect to the environment. A large scatter in applied national standards or best laboratory practices for sampling, digestion and analysis was observed. This diversity of practice justifies the recommendation for a European standard for Refuse Derived Fuels, in conformity with Directive 2000/76 EC on the incineration of waste and the European waste list.

This report was submitted to the European Commission, Directorate General Environment A2, on whose behalf the Joint Research Council participates in the CEN technical committee BT/TF 118.
