Small enterprises must be considered as a main driver for innovation, employment as well as social and local integration in Europe. By endorsing this charter, the European Commission sets out the principles that underpin its approach to creating the best possible environment for small business and entrepreneurship needs, and commits itself to working along 10 specific lines for action.

The charter was approved by the Member States during the Feira European Council, 19-20 June 2000, and was originally published as Annex III to the Presidency Conclusions of that Council.
