Abstract

The Institute for the Protection and Security of the Citizen (IPSC) is one of seven institutes that constitute the European Commission�s Directorate-General Joint Research Centre (DG-JRC). Situated in Ispra (Northern Italy), IPSC came into being on 1st September 2001 as a result of a fusion between the Institute for Systems, Informatics and Safety (ISIS) and part of the Space Applications Institute (SAI). The mission of the new Institute is to provide research-based, systems-oriented support to EU policies so as to protect the citizen against economic and technological risk. In preparation for the Sixth Framework Programme its expertise in information, communication, space and engineering technologies has been consolidated and focused so as to provide direct support to Commission Directorate-Generals and Services responsible for policy in three broad areas:
- non-proliferation and nuclear safeguards;
- anti-fraud, compliance monitoring and cyber security;
- risk management and mitigation.
