Cooperation between the research system and industry to promote innovative firms

This report aims to analyse the framework in which the R&D system and industry cooperate to create innovative firms, identifying the actors, incentives, barriers and feedback mechanisms. It is based on a survey questionnaire addressed to over 1800 stakeholders across Europe, and on interviews with 100 representatives of diverse organisations. The first section of the report, 'Understanding the Framework', explores contextual issues, such as the need to create knowledge and the European policy backdrop to activities and priorities identified. The next section, 'Results from the Field' presents the survey results, while a section on 'Optimising the Birth and Growth of Spin-Offs' identifies the drivers to cooperation and the benefits that it brings. This is followed by an overview of four areas in which the R&D system, government and industry can work together to encourage innovative firm creation: 'Infrastructural Support', 'Creating an Environment for Networking', 'Financing Spin-Off Firms' and 'Training Advice and Support'.

The report is published as Innovation Papers no 26, as part of the 'Innovation and participation of SMEs' programme within the Fifth Framework Programme for RTD.
