The specific aim of this report is to offer suggestions and guidance concerning the construction of policy mixes capable of raising private sector R&D intensity in the EU to the required levels. Starting with an analysis of R&D investment patterns and behaviour in the EU and elsewhere, the report goes on to consider the range of policy instruments available to tackle the problem of the R&D investment gap, focusing in particular on financial and fiscal instruments but also also covering a range of other policies affecting the framework conditions for R&D and technological innovation in the EU. After reviewing the use of these instruments, both in isolation and combined in a variety of policy packages and mixes, the report then presents a series of recommendations for policymakers across the EU.

This report to the European Commission by an independent expert group is one of a set of five reports that accompany the Commission Communication (Investing in Research: an action plan for Europe) - COM(2003) 226 final.
