Accompanying Measures were originally defined as actions to contribute to the implementation of the Quality of Life and Management of Living Resources (QoL) thematic programme - part of the Fifth Framework Programme (FP5) for R&D (1999-2002). Six areas of actions of strategic relevance were covered by the definition of "strategic accompanying measures":

- Preparation of future EC activities, support to policy making, analysis of regulatory and policy trends;
- Consensus-forming initiatives, public attitude analysis, ethical principles, consultation procedures;
- Popularisation of life-sciences, education, public dialogue, communication to policy makers;
- Technology transfer, innovation financing & intellectual property rights (IPR), measurement of research impact;
- Training schemes;
- Exchange of scientific and technical information, international synergy, co-ordination and networking.

This catalogue presents an inventory and an analysis of the strategic accompanying measures funded during the entire life span of the Quality of Life Programme, with a view to the implications of these findings for the implementation of current EC policies on life sciences research and development.
