Abstract

A STRATA-ETAN expert group, chaired by Maurice Godelier, was set up in December 2001 to prepare a report on options to support European cooperation in Foresight for the development of Higher Education/Research (HE/R) relations within the perspective of the European Research Area. The report focuses on broad trends that affect the HE/R system, such as the rise of globalisation and market forces, the rise of a knowledge society, trends in demography and the confidence crisis in science and education. It goes on to discuss the main challenges facing the system, including large student numbers, responsiveness of the HE/R system to market demands, the pressure of accountability, and diversification and differentiation of the agents and functions of the HE/R system.
