The third European report on S&T indicators presents up to date information on investment in and performance of European research. It also reflects upon the heightened emphasis of Europe's transition to a knowledge-based economy, as called for by the Lisbon European Council. In particular, it compares Europe's position in these matters with its main competitors, Japan and the US, and draws policy orientated conclusions concerning science and technology trends.

This 3rd edition of the European Report has changed in content and layout compared with its predecessor. The new structure focuses on Europe�s investment and performance in the knowledge based economy, and pivots around the policy challenges emerging from the Lisbon and Barcelona summits. The analyses are generally based on the latest internationally comparable data, but there is a permanent need to develop new and better indicators, and some innovative measures have been introduced (for example the new composite indicators for the knowledge-based economy).

Part I of the Report examines Europe�s investment in knowledge, and makes extensive use of classical statistics of R&D expenditure, government research budgets, education and human resources in S&T. Part II of the Report goes on to look at the EU's performance in producing and exploiting knowledge. Indicators of scientific publications, patents and high-tech trade are analysed in detail. Part II also integrates several elements of new material.
