As a starting point for an analysis of the factors that influence innovation policy in Europe today, the Innovation Policy Unit of the Enterprise DG invited a number of leading academic experts from Europe and the United States to contribute to the Commission's ongoing reflections on innovation policy. The workshop allowed discussion of matters such as the challenge of developing a renewed innovation policy, possible steps towards a renewed basis for EU-level action to promote innovation, and the value of developing European innovation models. The proceedings contain ten contributions presented at the workshop and an introduction providing a synthesis of the individual contributions.

The report is published as 'Innovation Papers no 31', within the 'Innovation/SMEs' programme, part of the Fifth Research Framework Programme.
