Abstract

Final report of Contract No SMT4-CT98- 7313.

Owing to an increasing number of specific migration limits (SML) for additives in plastics the 'Plastics Directive' 90/128/EEC is in danger of becoming impracticable in terms of compliance testing due to the large number of substances that require very sophisticated analytical methods.

Migration tests of plastics are carried out using food simulants and test conditions specified in Directive 97/48/EC and in the second amendment of Directive 82/711/EEC. The model simulant for fatty foods is olive oil (and alternatives) but these tests are time consuming and difficult to conduct. Alternative tests are permitted if there is scientific evidence, that the migration results obtained are equal to or higher than those obtained in the test with olive oil. In addition to such alternative simulants it is possible to use migration models as a tool in order to obviate or reduce the number of expensive experimental tests. This possibility is based on world-wide scientific publications over the last 20 years, which have demonstrated that interactions between food contact materials and foodstuffs obey foreseeable physical processes and rules. For regulatory purposes, predicting the worst case migration should provide a sufficient safety margin to protect the consumer.
