This second "Flash Eurobarometer" survey on innovation reveals that enterprises in the European Union slowly but continuously strengthened their innovation activities from 2001 to 2002. As in 2001, the survey's objective was to sound out the opinions of European managers on their companies' strengths and needs in innovation, the investments in innovation and the output achieved, as well as the actual practice of co-operation and sharing of knowledge. In addition, it looked at the role of training and education, the development of managerial approaches to innovation and the contribution of enterprises to the public debate on innovation. It also aimed at assessing how the Single Market can be of further benefit to companies in the European Union.

This report is based on a survey organised and managed by DG Press and Communication and carried out during September 2002 by EOS Gallup Europe, on behalf of DG Enterprise of the European Commission. It is published as 'Innovation Papers no 33', within the 'Innovation/SMEs' programme, part of the Fifth Research Framework Programme.
