Abstract

The paper reviews the ongoing research of the SEDEC network into the contemporary development of social inclusion policies across Europe. Theses developments can be divided into reform programmes addressed of mainstream employment and welfare systems and also complementary programmes to promote �social activation�, social rights and social citizenship. The paper focuses on the complementary programmes and analyses the problem of how to promote them further.
The paper reports, in particular, on studies of social activation programmes in the UK and the Netherlands, and the related problematic of recognising and empowering informal economic activity. It analyses them in the context of the need for the institutional and constitutional development of social citizenship in Europe both at national and EU levels.
