Space: a new European frontier for an expanding Union, An action plan for implementing the European Space Policy

In this White Paper, the Commission proposes the creation of a European Space Policy to support EU policy goals. The Paper provides an Action Plan to implement this policy. It is a call to all stakeholders to mobilise behind new goals and to rise to new challenges.

The White Paper proposes that European Space Policy be implemented within a multi-annual European Space Programme. An increase in overall expenditure is required to develop and deploy applications and to sustain the research and development, technology and infrastructure, and applications that will support EU policies. International co-operation is also an important element needed for building Europe's strength in space technologies and applications.

There is a strong will in Europe to put our talents, technologies and entrepreneurial skills in the space sector to work for Europe and its citizens. This White Paper explains why and how we should do it.
