Abstract

This technical report describes the first application for environmental assessment purposes of the integrated database covering Northern Ireland and the border counties of the Republic of Ireland, which was produced by the European Commission's Directorate General Joint Research Centre (JRC).

In January 2002, the JRC initiated a pilot project covering the territory of Northern Ireland and of the Border Counties of the Republic of Ireland which aims is to assess the territorial impact of Structural and Cohesion programmes and of Community Initiatives by applying the methodology developed in the frame of applied research activities of the Land Management Unit of the Institute for Environment and Sustainability . These activities, referred to as MOLAND (Monitoring Land Use/Cover Dynamics), are focused on the assessment, monitoring and modelling of past, present and future urban and regional development, in the context of sustainable development.

The analysis presented in this technical report is based on the methodology developed in MOLAND which adopts the 'spatial' or 'territorial' perspective as the key dimension to compute indicators and to perform impact analysis. As such, it has to be considered complementary to other assessments and, therefore, not exhaustive. Since the analysis is based on the data currently available in the MOLAND-NI database, it focuses on territorial impacts and certain additional aspects that could be relevant for the impact of the pipeline infrastructure have not been considered. The impact on archaeological sites, for example, is not included in the presented analysis because of the lack of reliable and appropriate data layers in the MOLAND-NI database.
