Abstract

The overall Safeguards regime was established by the International Atomic Energy Agency in the early seventies and was based mainly on plant controls and on detailed accounting systems in order to keep track and control on fissile material and to prevent diversion for illicit purposes and to avoid proliferation.
In the late nineties, the Safeguard Additional Protocol came into force requesting additional information and documentation, in addition to extending the level of controls.
