Abstract

This paper reviews �disaster�, �risk�, �hazard� and �vulnerability� definitions with a focus on natural disasters at a global and sub-national scale. This firstly to clarify the complex concept of vulnerability within disaster management and secondly to propose quantitative techniques and procedures for the application of a worldwide vulnerability estimation based on indicators of different social levels.
