Social Exclusion, Activation And Welfare, Valorisation of research on unemployment, work and welfare funded under the 4th and 5th European Framework Programmes of Research
The Workshop was organised jointly by DG Research and DG Employment to provide an arena for dialogue between policy makers and researchers in the field of unemployment and social exclusion. It was designed to feed into the formation of the European Strategy for Social Inclusion, in the transition phase between the first Joint Report on Social Inclusion and the second generation of National Action plans due in 2003. The researchers were drawn from the Unemployment, Work and Welfare Cluster (UWWCLUS), which groups a number of related research projects funded by DG Research under the Fourth and Fifth Framework Programmes. The workshop focused in particular on youth unemployment, addressing three major issues: the mechanisms leading to the marginalisation of young unemployed people; the effectiveness of activation policies in achieving social inclusion; the limitations of current activation policies and the types of welfare policy that are required to support them. The proceedings that follow provide a summary of the presentations and the discussion. The programme of the conference can be found in Appendix A and the list of participants in Appendix B.
