Abstract

The International S&T Cooperation Programme with developing countries (INCO-DEV) in the Fifth Frameworkprogramme (1998-2002) was able to build on more than 15 years of experience since its beginnings in 1983. Its four major trusts or subsectors focussed on (i) the policy context for sustainable development and basic societal concerns centred on (ii) health, (iii) food security and (iv) natural resources and their ecosystems.
Out of the total of 220 research and research coordination contracts mobilising European teams together with partners from the developing regions of the world, 8 concerned policy, 64 health 19 food security and 69 natural resources, with quite a few of the thematic topics also involving policy research or at least some elements thereof. This was keeping with the tiered approach inviting research on policies, systems and the tools and/or technologies for intervention to cover the ground.
