Giving more for research in Europe, The role of foundations and the non-profit sector in boosting R&D investment
The report 'Giving more for research in Europe' is the result of the work of a group of experts set up by the Commission and composed of specialists from Europe and the United States. The group was asked to identify a number of policy options to foster the creation, development and effectiveness of philanthropy supporting research in Europe. (Although foundations are the most usual legal instrument used by philanthropy, other instruments, such as trusts and charities, exist.) The current landscape for philanthropic foundations in Europe was also reviewed an assessed. The report identifies a number of recommendations that, if implementing, could create incentives or eliminate obstacles which affect foundations, their donors and their beneficiaries in the area of research. These include: improve visibility and information about foundations funding research; create a more beneficial fiscal and regulatory environment for foundations; improve mechanisms for leveraging funds for research; promote more effective funding arrangements and mechanisms for philanthropic research funding; foster a more conducive EU-wide environment for foundations. The group has also proposed the establishment of a European Forum of Research Foundations to facilitate a lasting mechanism at European level to share experience, review best practices and promote synergies and cooperation among foundations funding research. This report comes only a short time after the European Commission's communication 'More research and innovation', specifying the actions in this area in line with the overarching new Community Member States' partnership based on the integrated guidelines.
