Greenhouse gas emission trends and projections 2005

Funded under: FP6-SUSTDEV

In 2003, EU greenhouse gas emissions were 1.7 % below 1990 levels. This means the EU-15 was little more than a fifth of the way towards achieving the 8% emissions reduction from base-year levels required by 2008-2012 under the Kyoto Protocol. The latest projections for 2010 show that existing domestic policies and measures to reduce emissions are not sufficient for the EU-15 to reach its Kyoto targets. Even with planned additional domestic policies and measures, the Union is still likely to miss the mark. The target will only be attained when Kyoto mechanisms - such as emissions trading and joint implementation - are taken into account.
