The study has three main objectives: to assess the extent to which the development of biotechnology in Europe takes place at the sectoral level or, in contrast, is mainly determined by the institutional features of particular 'national systems of innovation'; to add to theoretical understanding and empirical knowledge of 'national systems of innovation' by examining the adequacy of this concept in an analysis of three different sectors of biotechnology; to examine the implications of taking a systemic approach for the formation of national and EU policy aimed at promoting the social management of biotechnology, industrial innovation, and the harmonisation and integration of European markets.
